Primm: Was already taken under control of criminals once, what's stoping them to do it again? The sheriff? The first one was killed so. Besides is kinda deserted and has no defenses other than the locals gathering up against a threat. Goodsprings: quiet starting town and actually a pretty place, but it's exposed to raiders or powder gangers attacks. However I've been thinking about this and I think Westside is the best place to live in New Vegas, why? I have mods for houses in several places: Goodsprings, Novac, Primm, Freeside, etc.
